nora - The German emergency call app system
Based on RSQnow, we designed and developed the nora emergency app on behalf of the German federal states (represented by the Business and Coordination Office Emergency App System based within the Ministry of the Interior of North Rhine-Westphalia)). As the federal states’ official emergency app, nora complements the emergency numbers 110 and 112 and enables barrier-free emergency calls via the app throughout Germany.
The nora emergency app can be used by anyone in Germany who finds themselves in an emergency situation or witnesses people in distress and needs rapid assistance from the police or the fire and rescue services.
The nora emergency app focuses on people with hearing and speech impairments, for whom making an emergency call without speaking is of fundamental importance. To ensure that the emergency app is as easy to use as possible, particularly for people with disabilities, we have placed great emphasis on intuitive user guidance. In addition, the Competence Centre for Independent Living for People with Sensory Disabilities in North Rhine-Westphalia was involved in the development.
Operation & Support for Users of the Emergency Call App
Since its launch in September 2021, we have been operating, maintaining and further developing the nora Emergency Call App system. Furthermore, we provide support for users as well as for staff in the public safety answering points (PSAPs) and operate a training platform for PSAPs. App users can contact our support team via a contact form or by e-mail.

[...] what to do if – for example, following a stroke – you are unable to speak? Experts recommend ‘nora’. This is the official emergency call app for the German federal states. You can download it free of charge onto your mobile phone. And in an emergency, all you have to do is tap ‘Start emergency call’.
This incident demonstrates the added value the nora app offers particularly for people in specific emergency situations – especially when a conventional voice call is not possible
Handy: People with disabilities also benefit from an app like this – for those with hearing impairments, communicating via 110 and 112 is significantly more difficult. The same applies, however, if you are suddenly unable to speak following an accident or a stroke.
Daniel [= a volunteer with the ‘Heimwegtelefon’, a service that accompanies people via phone when they feel unsafe, for example on their way home late at night] advises everyone to install the nora emergency app on their smartphone and familiarise themselves with it. nora is the official emergency app of the federal states, which allows you to contact the police or the fire and rescue service. Using the app, you can trigger a silent alarm; your location is relayed to the control centre, with which you can then also start a chat. There’s no need to make a phone call, and this can be helpful in many situations. For example, if you’re on the underground and become aware of a threatening situation.
Modern technology is proving its worth more and more often in emergencies: the nora emergency app, the official emergency app for police, fire and rescue services throughout Germany, enables rapid and accessible assistance – even for those in an emergency who are unable to speak or do not know their location. On Monday, a successful operation in Wiesbaden demonstrated just how crucial this innovation can be.
Huge praise to the people behind the ‘nora’ emergency app. I’d had it installed for a while, and today I actually had a real emergency. I couldn’t make a phone call, and even after making the emergency call via app, I couldn’t use the chat function because my symptoms became too severe. But help arrived quickly. Really brilliant!
Making an emergency call has never been this easy. [...] The interface is self-explanatory and very intuitive thanks to the icons.
This app can save your life.
I find this app well crafted. It’s easy to use, readily understandable, the contrast of the user interface makes it suitable for persons with vision impairments as well. Simply a top-class app.
Help without voice calls? Now possible! We recently provided a run-down of the right apps for emergencies, but naturally enough, the question arose: What about people who can’t make voice calls? The emergency call app Nora now offers a solution. It lets you summon help without making a voice call, and is intended to help persons with speech or hearing impairments. We’re thrilled! 💚

The emergency call app nora is a strong example for reduced barriers.
As of recently, women in Germany at risk of domestic violence can also call for help using the nora emergency call app app, according to Simone Lindfeld from Freiburg Police Headquarters. “’It’s received in our emergency call centre just like a 110 emergency call, where it’s handled in chat mode if needed - the location of the emergency caller is also provided. That’s a huge opportunity. The more women who are willing to report domestic violence at the first signs, the greater the chances that relationship disputes don't end up as femicides.
